Dartmouth lakes plagued by weeds, blooms, government inaction

Claudia Chender and Susan LeBlanc, Dartmouth New Democratic members of the provincial legislature, gathered 150 residents Thursday night for a town hall meeting to discuss the roles that different levels of government, community organizations and ordinary citizens can play in stewarding Dartmouth’s 23 lakes.
One of the two presentations at that meeting addressed the jurisdictional conundrum.
“It’s complicated,” Chender said. “What it really comes down to is that under the Environment Act, the province is responsible for all water courses in the province, period. The province has taken the position often that urban lakes are municipal jurisdiction because the stresses to those lakes are largely around land use.”
Chender conceded that the province’s position on urban lakes is accurate to a certain extent.
